Ethiopia is a full member from 1 January 2024. Addis Ababa also hosts the African Union headquarters, which is a diplomatic fact, not a BRICS organ.
Because Ethiopia is landlocked, Red Sea access is a neighbor-and-port question (Djibouti and others), not a territorial coastline on the Bab el-Mandeb.
